Qamar Maqsood is the Founder and Consultant of Equity in Education (EiE Services), bringing over 30 years of experience in education across teaching, leadership, consultancy and advisory roles.
Throughout his career, Qamar has worked with primary schools, secondary schools, academies, early years settings, childminders, supplementary schools and local authorities. His work has centred on helping educational settings develop inclusive practice, strengthen provision for learners with English as an Additional Language (EAL), and promote equality, diversity and cultural understanding across the whole school or setting.
Qamar holds a PGCE in Secondary Mathematics, an MSc in Physics, and the Further and Adult Education Teachers' Certificate. He has taught Mathematics from primary through to A Level and has also taught Urdu up to A Level, giving him extensive experience of language development and curriculum delivery across different phases of education.
For more than 20 years, Qamar worked as an EAL Adviser, supporting schools, local authority services, external agencies, families and community organisations. During this time, he led a major educational project in Telford & Wrekin schools for over seven years, providing strategic leadership, practical guidance and targeted support to improve outcomes for multilingual learners.
His work has included carrying out EAL and first language assessments across all educational phases, including Early Years, advising schools on effective EAL provision, managing Educational Equalities Enrichment projects, and delivering professional development for teachers, school leaders and local authority staff. He has also provided guidance on Equality, Diversity and cultural awareness, helping schools develop inclusive policies and practices that reflect the needs of their communities.
Qamar's professional experience extends beyond consultancy. He has served as Head of Mathematics, was a school governor, led a supplementary school for four years to raise pupils' attainment, and has been a long-standing member of SACREs for both Telford & Wrekin and Shropshire Council. These roles have given him valuable insight into strategic leadership, governance and whole-school improvement.
As someone who speaks and understands six languages, Qamar recognises the important role that language, identity and culture play in children's learning and wellbeing. His ability to work effectively with pupils, families and communities from diverse backgrounds enables him to build positive relationships and provide practical support that reflects the context of each setting.
Qamar's approach is collaborative, evidence-informed and firmly grounded in classroom practice. He understands the challenges faced by teachers and school leaders and works alongside them to develop realistic, sustainable solutions rather than one-size-fits-all approaches. His professional values are rooted in inclusion, equity, cultural understanding and high expectations for every learner. Through Equity in Education (EiE Services), he is committed to supporting schools and early years settings in creating learning environments where all children, particularly those learning English as an Additional Language and those from ethnic minority backgrounds, are able to participate fully, feel they belong and achieve their potential.
By combining extensive teaching experience with consultancy and advisory expertise, Qamar provides schools with practical guidance, tailored support and professional development that contributes to sustainable whole-school and whole-setting improvement.
